How to Estimate DS Job Complexity ?

Good morning Ravi,
the job of estimating project complexity and duration is more of an art than a skill and there is little in the way of supporting documents or even procedures that can replace experience. Since DataStage and similar tools are meant to replace hand-coding a solution in a programming language, it is safe to assume that the number of work-days is going to be less using DataStage than with straight C/Cobol/Pl1/PlSql or whatever language. How much quicker is so dependent upon not only programming complexity but also company infrastructure, politics, software topology and many other factors that an estimate is not possible.
There are many methodologies out there - from "gut feeling" type estimates to very formal and structured ones. A knowledge of the capabilities (and limitations) of DataStage is necessary to make any system of estimation work; you should ensure that you have someone knowledgeable with the product(s) involved in order not to bid too low and end up with problems, especially if you make a fixed-price bid.
