Depends on what kind of validation you require.
Quality Manager is a good tool, albeit pretty old now. Could you qualify what you mean by 'complete data validation'?

There is a manual for Quality Manager on the CD. QM can audit your source system or your target system, but is limited in comparing data from disparate systems.
There is a fairly grey area between what QM does and what INTEGRITY does, though INTEGRITY does even more. For one thing, INTEGRITY has the capability to use rules to alter data into required format (this includes address cleansing). Since INTEGRITY is part of the DataStage XE Suite, maybe this will better suit your requirements.

There are some tools out there that compare the contents of database tables. DBDiff is one example. I don't know which is the best tool in the market. They should be able to compare Access, Oracle and Sybase tables against each other. You may have to do some configuration due to different data types. I know with DBDiff if a particular column wont compare correctly you can remove it from the reports.
