Factless fact tables typically record that an event has occurred, an event with which no measurables are associated.
One example is in academia. A class may be presented by a presenter in a particular location on a particular date and time. (Possibly number of students attending could be a measure (fact) associated with this event, but we can pretend that that's not being recorded.
