Welcome to DSXchange :D
Please post specific questions, Questions like the one you posted are too generic.
Datastage and Qualitystage are two separate products(which have the same designer from 8.x onwards). Follow the instructions in the instruction manual which comes with the CD and if you face any problems, Post them.

If your company is starting out with QualityStage for the first time they need to consider an upgrade to version 8 to give you a much better upgrade path. You can keep using Server DataStage jobs and you will get QualityStage parallel jobs in a DataStage canvas for no extra licensing costs. So you get a faster and easier version of QualityStage.
In version 7.x QualityStage is a separate product with a plugin for DataStage. In version 8 they are merged into a single Designer and metadata repository.

You must install the DSforQS plugin on both the DS server and the client.
After you have installed the plugin and compiled and run the QualityStage's jobs such as Standardize, Match, then you can have a DataStage job mixed with the QualityStage's Standardize or Match job.
However, for version 7.5.1 the DSforQS plugin will not work with QS job running in parallel mode. You have to run through the command line.

That can only mean that it was not successfully installed. But try re-starting Windows first, before investigating other possibilities. DLLs are strange beasts.
