I have setup the "tnsnames.ora" file under the Oracle 9i Client folder. Then, using the DS Manager, I selected the option to import through Plug-in Meta Data Defintions. When I select the Oracle 9i plugin there, I get an error message saying "Unable to initialize plug-in:". Is this the error you mean to say because of permissions?

Could be, but you need to reboot the DS server after the client install. Verify the client works by running sqlplus from the CMD prompt. If that works the client is installed correctly. You can also try a tnsping yourSID to test if the DS server "sees" the Oracle instance.
