How about DSXchange having a mandatory visual tutorial (say 30 min) for newbies on the usage?
The following topics may be included:
* Relevant "Subjects" for topics
* Posting in relevant forums.
* Using the quote, code, img and url tags.
* posting productive replies. ( where I need to train myself a little )
* How and why to use the "Edit/Delete this post" feature.
etc, etc....
I don't think the sticky posts are doing a good job. I mean, not really penetrative.
