Performance will almost always be better. But, if the Oracle server instance and the DataStage server don't exist on the same box, you won't be able to use the ORAOCIBL, as that stage relies on an Oracle DLL present in the Oracle instance installation (not the client installation).
There MAY be a way around it by copying the DLL(s) from the Oracle server intallation, but all bets are off at that time.
