Reading from an ACORD AL3 format file

Hello,
I have a question related to reading an ACORD AL3 format file. We will be getting this file ( I am not sure entirely about this format, except that it is hierarchical and encrypted - apparently this format is an insurance industry standard ) from a vendor's database, FTP-ed to our IIS box. I was just wondering if anybody dealt with this before and advise me on tips to read this file.
