A question regarding the surrogate key generator stage

Hi,
I just want to confirm how the File Initial Value option in the stage properties is used. I know it is used to initialize a value to the key source, but if there is already a value in the keystate file, will the File Initial Value overwrite it, and no matter how many times the same stage will be used again?
