Starting DSEngine Connecting to Windows host

Hi-

I have 2 questions hopefully I can get some answers here:

a. Can DSEngine be started with a non-root id. example dsadmin id.
b. In Designer can we access Sequential files located in Windows Server.
the engine and services tier on RHEL servers. Data is located in Flat file on Windows server.

We are able to use Information server engine when its started with root id.

Please let me know if you need additional information.
