The "OCI" stage is a Server stage. For PX you would use the OE or Oracle Enterprise stage.

Can you find it in the Stage Types branch of your Repository, specifically \Stage Types\Parallel\Database folder?

In Designer
View-->Customize Palette -->Stage Type -->Parallel --> Database
Here you can add the stage to your palette

True... but the alleged issue is the fact that it isn't even in the repository, so technically there would be nothing to add to the palette.

What we're being told is that all stages should be installed automatically. One 'solution' might be to uninstall and reinstall everything but without knowing what happened the first time there's nothing to guarentee it won't happen again. You could always try it... but I would suggest contacting your official support provider for help with this.
