Unable to open DS Designer

Hi,
We get the following message when we try to open DS designer or DS administrator

DSR.ADMIN : cannot open UV_USER STATUS ()=-9

then we click ok, it says

ACCESS DENIED: Internal SQL error
failed to register thus user for SQL.

There has been no changed at user level or anything.

Can anyone guide what this error suggests?

I could not find this error in $DSHOME/include/dsapi.h.

I restarted the server and the error is gone, but what was the error and why it came , I am still clueless.

Any ideas?

You can find this error code in the DataStage BASIC manual, in the section that describes the STATUS() function. Having done so, please post the result of your researches.
