creating surogate key

please help me in getting the steps to generate surrogate keys using the user_id and the planname column.

Please help us to help, by supplying more information, not least of which are the data types of these two fields and whether they form a key. The fact that these are meaningfully named suggest that you need another column which will act as the surrogate key. What is its data type (usually integer of some kind)? What stage type are you envisaging using?
