In Email notification activity if we pass two parameter under Recipient email address box with coma separated one like
Each parameter is pointing to one group
Ex 1. #$EMAIL_TO_FIRST_GROUP#,#$EMAIL_TO_SECOND_GROUP#

Depends on your email setup. Should work but it may want comma space or it may just want a space. Try it and let us know.

Or it may want semi-colon (";").
