How can i insert/update the database from the routine? What is the command?

How can i call the hash files thro routine?

Please help me out on this.........

There's the hard way and the easy way. For hard, search the forums for BCI and be prepared to suffer. For easy, leverage whatever command line interface your database provides - for example, sqlplus for Oracle.

Hashed files really have no place in a Parallel job. I'd be more inclined to answer that one if we were in the Server forum.
