Perf Issue when reading .csv file using sequential Stage

Once you get version 8, you have a resource estimator tool and a performance analysis too, which make this task far easier.

If I saw this kind of job design, I will definitely split it into 2. Replace the Oracle stage with a Dataset, then create a new job which load from dataset to Oracle.
