reformatting records

Hi,

I have a scenario where I need to convert records in the order

order no seq no

01 01
01 02
01 03

02 01
02 02
02 03

to

01 01
02 01
01 02
02 02
01 03
02 03


can any one please let me know how can we achieve this? Thanks
