NDM as a direct source?

Is it possible to implement an NDM call using an External Source or some other means so that the NDM source does not have to be landed before processing? The thought was that if the FTP source is doable, an NDM source would be very similar.

You do have external source stages to work with. I assume that by NDM you mean network data mover, and if it has a command line interface and write the data to stdout then the external source stage would solve your problems.
