Change One Column data to One row (Pivot)

Hi All,
I have one requirement to convert the data coming in multiple rows to one row.
I will try to explain the scenario with an example.
Data is like
Col A
====
1000
2000
4570
2345

The requirement is to get the data like
Col A
====
1000,2000,4570,2345

Source is Oracle and Target is File.

That is called 'pivoting' the data, specifically a vertical pivot of rows to columns and of which a search for that phrase would turn up many conversations on the topic.
