to find record count in dataset

I used both orchadmin and dsrecords commands but the following message is thrown. Missing locale file: /dsadm/etc/locale.txt.I have also given APT_CONFIG_FILE and APT_ORCHHOME.
APT_ORCHHOME=/dsadm/Ascential/Datastage/PXEngine
and cd $APT_ORCHHOME/bin
and then used dsrecords -n <dataset file name(.ds)>

Is the file there? It should be. Perhaps you don't have sufficient access to it as your userid.

Can you use the orchadmin command at all against the dataset?

orchadmin lf <dataset.ds>

This will list the components of the dataset, perhaps one or more pieces are missing or corrupted?
