Is there an existing basic routine or function in datastage that would help me convert the GMT time to local time (considering all the timezones) INCLUDING THE CHANGE IN THE OFFSET WHEN DAYLIGHT SAVING OCCURS.

My understanding that GMT time doesnot encounter any change during the daylight saving.

Nope, no standard routine exists, the complexities of which places switch when to and from daylight savings time were beyond the scope of the team that put together the utilities - but they did put in Swatch time
