One WAS and two profiles for IS 9.1

Hi,
My customer had installation of Information Server 8.1 with one WAS, with two profiles, shared between two environments of IS.
Now we are gonna to upgrade IS to version 9.1. We installed the first environment with WAS from IS installation media - so it creted a default InformationServer WAS profile. After that we created a second profile on WAS - InformationServerDEV. Then we tried to install a services lier on the second WAS profile - it failed, because there were duplication of deployed WAS services. We did the same procedure on 8.1 version and it works.
Why it is not working on version 9.1?
