DataStage 8.1 Client Install issue

We recently installed the DataStage 8.1 client on 3 latops and we have an issue with one of the laptops with the same configuration. The below message is what we are getting with one of the laptops. We have tested multiple users log in credentials that work fine on the other machines, so we narrowed down that it is the install and not a privileges issue.
MyCreateObject: Internal error - Could not create object with OLEType=Com.Ascential.Dstage.Proxies.NewReposFactory
Extended error information:
File or assembly name dstage_wrapper_cs, or one of its dependencies, was not found.
The current user does not have the required DataStage roles set up.
This happens when we connect to the Designer but allows it to open and will not open the Director at all.
