When you test your routine via the designer you get the NLS setting from your client machine.
When you run the job it uses the server setting defined in the default project/job/stage setting it runs with.
1252 is english as far as I can recall.
if your specific version doesn't include the pound sign you can add it t your NLS. or if you can use another one that support this sign you can use it if it suites your needs.
