File is locked or the job that is accessing a file got locked ? ?

To kill the job in Unix use, KILL command which has been discussed several timee here. It will be like KILL -9 ProcessId

If you've read other posts on the UNIX kill here, you'd see we never recommend using that kill -9 out of the gate. It should be your last resort.
