I was looking for the methodology where in when in a retail store dimensional data of various offers is managed. if at a particular time if all the offers are finished and there exists no offer then can we go ahead and close the end date? is there any side effects to do so?

Your question is too vague? WHICH end date? The end date of the offer period, certainly. Any other end date, doubtful.

Ray - what I mean is, is it ok to have all the records closed without any open records?

How can anyone other that you and yours answer that question with anything other than "depends"? Ask whomever is responsible for the design of that table.
