It is not possible (not supported) to change the value of a job parameter once that job is running.

You need to find another approach.

If you want to allocate the parameter value dynamically but before the job starts running (for example using a job sequence), that IS supported.

Can you please send me the routine that will call a small routine that cats the file and reads its contents using DSExecute().

Have you built an routines yet? Used DSExecute to run a command? Pretty straight forward. Pass in the filename to be cat'd as an argument and the result back out the other end. Check this post for one example. There are others out there a search will turn up.
