An ETL project can not exist "in thin air" - it must exist towards some goal.

In all cases there needs to be a business case established and, following from that, an analysis of what is required. This is typically the realm of someone with a title like "business analyst", often with help from interested stakeholders and subject matter experts.

One deliverable from this analysis should be a specification for the ETL, often in the form of a source-to-target mapping document.

Early on you may need to have, develop or hire some expertise in testing, as there will be various times during and after the development of ETL tasks that they need to be tested thoroughly before going into production.
