The connection was refused or the RPC daemon is not running

When I'm tring to connect to ds. I'm getting following error:

The connection was refused or the RPC daemon is not running (81016)
Failed to connect to host

Can any please provide the root cause for it

You can help yourself rather easily. This has been discussed ad nauseum here, search for the error message to find the conversations.

What does the error message suggest?
