How do I copy/import IA 11.3 jobs into 8.7 installation?

You almost certainly don't. Backwards compatibility is not supported.
You *may* be able to fudge it, if you have not used any 11.3 features, by fiddling with the version number in the export file header, but this is also not a supported approach.
You would be officially advised to re-create the logic in the earlier version.

AFAIK:
IA jobs are pure OSH scripts with no job design behind them. So, its another issue as well, what will you do with them? Edit the OSH?
Do you have any IBM statement regarding to: should it work?

I think that, in this case, it's the question that was resolved, and that the answer is "no". Newer versions of classes invoked by osh may well have arguments that do not exist in earlier versions.
