DCS cannot get a copy to be non READ-ONLY

I have a copy in DEV that became READ_ONLY when I demoted from TEST to DEv and had the default
of READ ONLY.....and now I CANNOT get it to be NON READ-ONOLY so I can make Changes in my DEV JOB
