The file is locked. Probably by a running job, but it is also possible that a failed job has left a file lock lying around. Ive seen this happen on occasions. Note that you should not attempt this while there are ANY jobs running in the project.
We schedule an NT batch file to clear &PH& shortly before our overnight runs start.
