I opened a job in DS Designer.
After my PC was down, I boot my PC.
But I can not open the job in DS Designer.
In TCL mode, I typed "DS.TOOLS -> 5 -> 4" .
My job is locked.
As root, I did "clear lock", DS.TOOLS -> 5 -> 7
But I can not clear lock.
Let me know how I do.

The job is locked on the server, so you were right to try to use the DS.TOOLS menu. If you are using DataStage 4.0 or later, these functions are available from the Director client menu, as Job > Cleanup Resources.
DS.TOOLS -> 5 -> 4 only lists the locks. You can see that locks exist. DS.TOOLS -> 5 -> 7 only clears the locks for one process. You may not have selected the correct process. DS.TOOLS -> 5 -> 8 clears all the locks for a job. Try this.
However, all of these options only relate to the locks involved in running a job. They do not affect locks held by client processes, and it is one of these that was set by your Designer and can now not be released since that Designer is no longer connected.
The "agent" of a Designer process will appear as uvapi_server or uvapi_slave.
Instead of DS.TOOLS, execute the command LIST.READU (list read-for-update locks). This will show all locks. Find the lock on DS.TOOLS and note the UniVerse user number. For example that user might be 42.
You can release all locks held by this user with the command UNLOCK USER 42 ALL
