Empty Palette

This might be an embarassingly stupid question, but we recently upgraded to 7.5.1A and now some of us have empty Palettes in Designer. When we go to "customize", we see everything that should be there, but when we go back, only "Favorites" remain.

I've tried setting back to factory defaults, but no luck. Can anyone help?

The Palette is meant to be empty if you have no jobs open. It can't determine which Palette to display until a job of a particular type (e.g. server, job sequence, parallel) is selected.
