I need to know how to convert data defined by DS as binary to varchar and smalldate time of MS SQL Server

in order to convert to a data type, you need to know what format the source {binary} datatype is in. Binary usually just means that it is not displayable; but that is not enough to know what conversion to apply.
Where is your data coming from and what is the datatype in that source system (i.e. coming from COBOL as a PIC S9(4) COMP-3, or coming from PL/1 as a quad precision floating point, etc.)

DataStage doesn't define data types at all. DataStage server jobs don't even use data types! When you imported the table definition, it was the database server that asserted "Binary". You will need to research exactly what this means. Only then can you reasonably expect to be able to convert the data correctly.
