Is the DataStage Look Up stage only availabe if you purchase the parallel extender?

I believe the LookUp stage is only for 390/Mainframe jobs.

For Server jobs simply use your passive stage of choice (OCI, ODBC, etc) to do the reference lookup.

You can do lookups without this type of stage. A lookup to ODBC or hash is easy to setup just add the stage you want and draw a second link to the transform from this new stage. Do a search we have walked new users through this before.

There is a Lookup stage for Parallel jobs.
There is an entirely different Lookup stage for Mainframe jobs.
To get either you must have purchased the relevant edition.
