This is quite an old version of DataStage (4.2 or earlier). Nowadays the installation script offers to shut down the services for you.
If you're on a Windows platform, open Control Panel then find the UniVerse applet. This opens the UniVerse Control Panel from which you can click "Stop All Services". Then you can proceed with installing the DataStage server.
If you're on a UNIX platform, discover the script that stops and starts UniVerse and execute that script (you must be logged in as superuser) with "stop" on the command line. For example:
/etc/rc2.d/S99uv.rc stop

It's almost 100% certain that you have NOT gotten a successful installation.
Was this a clean install, or an upgrade from an earlier release of DataStage? Is the UniVerse RDBMS also running on the machine?
You may even be able to connect to a partially installed DataStage server. Were you asked about creating a project, or installing plug-in stages? The installation process - if successful - ends with a message indicating that the installation is complete.
The message you reported earlier left out one vital word, the install process was asking about the ASSOCIATED UniVerse services. This is why I assumed you were asking about an old release. On a clean install you should not have seen this message at all, unless you are also running UniVerse. On an upgrade, or a second attempt at installing the server, you would expect to see it.
Probably the best (easiest) thing you can do is uninstall DataStage server, remove the directory that was created (for example D:Ascential) and attempt to re-install. You may need to stop all DataStage services prior to uninstalling. The alternative is to do a "repair" installation, which is rather more tedious to perform.
