French char. are not converted correctly for M/F binary file

Is your NLS locale set to CA-FRENCH, at least for the CHAR category?

I checked the NLS Locale from DS Administrator and is currently set to US-English in all catagories (drop downs) including 'CType'. The CA-French is not even installed. Do we need to first install the CA-French NLS Locale and then select it for which category i.e for Ctype only or any other category? Also do we need to start and stop the engine after installation?

Yes, you will need to install CA-FRENCH. This is done via the Administrator client or via the NLS.ADMIN menu in the UV account on the server.
