Metadata are stored in the DataStage repository in many tables there. Where and how is not published. Some of the gurus here have done some research. In Manager there is a Reporting-Tool with which you can shift a copy of the most valuables to a DataBase via ODBC on your PC. Possible DB are MS-Access as Standard or DB2, Oracle, Sybase, MS-SQL....

Beware that the Reporting Assistant has been deprecated for a couple of major releases, and does not deal with all types of metadata.

What do you mean by "metadata" in this context?
There is design-time metadata and run-time metadata. Both are stored in the Repository.

What do you mean by "access" in this context?

Table defintions are imported into the Repository and loaded into DataStage jobs. A reference into where they were loaded from is also preserved in the job, until/unless the table definition in the job design is edited (not a good practice).
Transforms are loaded into expressions in jobs via the expression editor.
Routines are loaded into expressions in jobs via the expression editor.
