I deeply think starting point for learning DataStage should be determined on what you know till today.

It depend on,
What you are & What you want.

There is no best place to learn than the one you choose.

Hop in your time machine and get a job with VMARK Software, starting in approximately 1995. That would definitely be the best way.

Just start writing jobs with data, and use a little "trial and error, mostly error"
