We do encourage. What we don't do is supply answers to interview questions, for reasons that have been canvassed more than once (and can be determined via Search).
Most of us don't have DataStage software installed on our PCs. It's just too expensive! So we learn by working with - or, initially, beside - existing DataStage projects. Those that work for consulting companies ought to be able to get their employers to stump up the cost of standard DataStage training.
