Yes, it can be done. It's called re-inventing the wheel. The DataStage Director and Reporting Assistant (it seems to me) provide all that you seek.
If you still want to do it yourself, "all" you need is knowledge of the UniObjects (for ActiveX or Java) technology and knowledge of layout of the tables in the DataStage Repository.
Dare I suggest that it's not worth your while?
