We have been experiencing performance issue for the past week wherein most of our datastage job always stuck in loading environment variables.
Before our resoultion was to clear the content of the &PH& file but this time the fix doesn't resolved any performance issue.
Our Unix server sometime stuck to 100% CPU utilization due to phantom process and when we check the DS job via director all DS jobs where stuck in loading environment variable.
Any idea why DS job took long in loading environment variable.

I'm unclear what step in a job's process is the "loading environment variables" step. What exactly do you mean / are you seeing? Are you saying that the last entry you see in the job's log is the second entry that lists the environment variables from the run? Or only the first one and not that one? Details, please. 
Without all that much to go on, I would make a SWAG (sometimes known as a Scientific Wild Ass Guess) that you are simply overloading your server, running too many jobs at the same time. [shrug]
