Is there any built in routine or function that read file

Hello,

I am trying to create QETXT.ini file for Information Analyzer using DS jobs. I have to read the file definitation and pull out column name and length and have to put those in QETXT. I just wanted to know if there are any built in routine or function that reads File definition and return column names and length, which i can use in a script.
