Developer needs Admin rights on DS server?

I am a consultant working at a customer site and the customer does not want to provide admin rights to the server where DS is installed.

The developers who are trying to log into Designer, etc. are using their own Windows user/password and they cannot get in. The message is "Project is not available". We want them to log on indiviudally so that we can track what each developer is doing on the server.

With other customers, I have not had a problem with them giving admin rights to users, but here they are objecting.

Is it true that all users logging into Designer, etc. have to have admin rights on the server? How can I set this up to satisfy their objections?
