Some are completely undocumented. Some are documented in DataStage manuals. Others are documented in IBM UniVerse manuals

You can execute either in Adminstrator Command or in TCL prompt.
i.e., $DSHOME/bin/uv after sourcing dsenv will get you to TCL prompt.
Impossible doesn't mean 'it is not possible' actually means... 'NOBODY HAS DONE IT SO FAR'

All of them are relevant. It depends on what you want to accomplish. DataStage Engine (formerly UniVerse) is a full-functioned database and application development environment; that's why there are so many manuals (and, indeed, so many commands).
