What is the new variable set?
What is it regard to?
Where and when do you get this error message?
Impossible doesn't mean 'it is not possible' actually means... 'NOBODY HAS DONE IT SO FAR'

Does your id have the right priviledges to set the environment variables?

Check the permissions of the file .developer.adm (and .operator.adm) in your project directory. When setting the security in Administrator you need to be connected as the user who is owner of the *.adm file. This is the only user that has write permission. If the hidden file does not exist then you need to have rwx permission to the project directory.
