DS Server Engine 'CREATE.FILE' command description

I have searched the DataStage Book Shelf, Help topics, FAQ's and Forums, but, cannot find a pointer to Ascentials description of the 'CREATE.FILE' command. Where is it

You can download IBM UniVerse User Reference Guide V10 and look at the information starting at page 1-162 for a starter.
