FTP stage - ftp from Unix to Unix

I am using ftp stage to ftp Mainframe GDG file to Unix. In the development environment I simulate this functionality by ftp of the same file from one directory to another since there is no MF in the development environment. I have a job parameter for the Remote File Name in the output properties of the ftp stage.

The issue I have is when I put single quotes around the job parameter I get an error message that the file or directory does not exist. This is in the development environment where no Mainframe is used. However, the job works fine in the production environment with single quotes around the job parameter.

Is this because ftp is being done from unix to unix vs. Mainframe to Unix? Or is there any configuration that is different between the development and production environments?
