can anyone tell wht is "waiting period" in the inter-row buffering?

When there is one process writing to a buffer and another process draining the buffer downstream, the downstream process needs a mechanism for detecting whether something has gone wrong with the upstream process.
No new rows for 10 seconds (which is a long time if you're processing thousands of rows per second) is a pretty good guideline that something has gone wrong.
(When nothing has gone wrong the upstream process writes a special "no more data" token into the buffer, to allow for graceful exit.)
